Psalm 147:6 (ESV)

6 The LORD lifts up the humble; he casts the wicked to the ground.

This verse is about people who expect God to execute justice. The humble will be helped by God. Those who behave contrary to God’s will, will be punished by him. This is expressed visually: they are being flattened to the ground, so that nothing exalted can be seen anymore.
