In a certain way, this verse repeats what we read in Genesis 9:1. It is also contrasted with death in the previous verse. The Lord made man to live and to dwell on the earth. Noah’s descendants are not to be people who kill others but rather people who bring forth new life.
7 And you, be fruitful and multiply, increase greatly on the earth and multiply in it.”
