What about God’s will?

1 Peter 3:17 (ESV)

17 For it is better to suffer for doing good, if that should be God’s will, than for doing evil.

When the believer suffers unfairly, it is not merely by chance that they suffer but it is the divine will of God, for God wills and appoints all things.1
