In the first instance, Moses deals with an involuntary emission that occurs independent of sexual intercourse. In this case, the man is unclean until the evening and he must bath. No sacrifice was required to purify a person from this kind of uncleanness.
16 “If a man has an emission of semen, he shall bathe his whole body in water and be unclean until the evening.
