Job 12:16 (ESV)

16 With him are strength and sound wisdom; the deceived and the deceiver are his.

God has not only the wisdom, but also the strength to do whatever he wishes. In his counsel there is place for both victims and perpetrators, the deceived and the deceiver. These things are simply inexplicable.
