18 The LORD is near to all who call on him, to all who call on him in truth.

This verse is more specific, because now David praises the Lord because the Lord is near the people who call upon him. Perhaps they call on him for help (cf. Psalm 145:14) and/or for food (starting at Psalm 145:15).
