15 If he withholds the waters, they dry up; if he sends them out, they overwhelm the land.

When looking at nature, one sees even more of God’s inexplicable and mysterious deeds. Consider how he devastates the land either by holding back rain (resulting in drought) or by sending too much rain (resulting in floods).
