Job 12:10 (ESV)

10 In his hand is the life of every living thing and the breath of all mankind.

A creature cannot so much as move if God does not will it. And God could easily have destroyed the life of the wicked, if he wanted to. The fact that he chooses not to do this proves that he does not rule in the way that Job’s friends think he does.
