Who are the "wicked"?

Malachi 4:3 (ESV)

3 And you shall tread down the wicked, for they will be ashes under the soles of your feet, on the day when I act, says the LORD of hosts.

These are first and foremost God’s unfaithful covenant people whose sins have been revealed throughout the prophecy of Malachi. Judgment begins with the people of God (1 Peter 4:17), and then extends to those who are outside of the covenant.
