Isaiah 19:13 (ESV)
13The princes of Zoan have become fools, and the princes of Memphis are deluded; those who are the cornerstones of her tribes have made Egypt stagger.
Memphis, also called Noph, was a city just south of what is now Cairo. The perspective is broadening to indicate that no true wise men could be found anywhere in Egypt.
13 The princes of Zoan have become fools, and the princes of Memphis are deluded; those who are the cornerstones of her tribes have made Egypt stagger.
