1 And Samuel said to all Israel, “Behold, I have obeyed your voice in all that you have said to me and have made a king over you.

Samuel is referring to Israel’s earlier request for a king (see 1 Samuel 8:1–22). He appointed a king for them and committed himself to doing God’s will, even though he had his own reservations.1
