Whom does the change affect?

Zephaniah 3:9 (ESV)

9 “For at that time I will change the speech of the peoples to a pure speech, that all of them may call upon the name of the LORD and serve him with one accord.

The text simply mentions that the speech of “the peoples” will be changed. The Lord gives no limitation; he simply points beyond Judah and Jerusalem (Psalm 22:27; Psalm 102:22; Isaiah 56:6–7; Micah 4:1–3).
