2 And the LORD said to Joshua, “See, I have given Jericho into your hand, with its king and mighty men of valor.

If we consider Joshua 5:13 – 6:5 to be one unit, then the words spoken by the Lord (Joshua 6:2–5) are the words spoken by the commander of the army of the Lord to Joshua.
