To what does Sela refer?

Isaiah 16:1 (ESV)

1 Send the lamb to the ruler of the land, from Sela, by way of the desert, to the mount of the daughter of Zion.

There is a place named Sela (Petra in Greek) in Edom. The sheep were sent from Sela as there was so little left in Moab after the destruction. Some commentators disagree that the sheep could be sent from there, as it is too far from Moab. Sela can also be understood to refer to a rock in the desert.
