Why should a lamb be sent to the ruler of the land?

Isaiah 16:1 (ESV)

1 Send the lamb to the ruler of the land, from Sela, by way of the desert, to the mount of the daughter of Zion.

This reference to a lamb should probably be understood as a flock, not just one animal. The Moabites should send sheep to Zion, as a tribute to the ruler of Jerusalem.
