Isaiah 15:2–4 (ESV)

2 He has gone up to the temple, and to Dibon, to the high places to weep; over Nebo and over Medeba Moab wails. On every head is baldness; every beard is shorn;

The Moabites are going to their temple in Dibon to pray to their god, Chemosh. Their cries of bitterness can be heard in every city. They wear mourning clothes, and their bald heads and shorn beards show their humiliation and disgrace. Crying to idols, however, brings them no relief.
