What is meant by the judges’ leaving nothing till the morning?

Zephaniah 3:3 (ESV)

3 Her officials within her are roaring lions; her judges are evening wolves that leave nothing till the morning.

The text literally says, “They do not gnaw bones for the morning.” This is a description of how the judges gnaw everything they can find, with the result that there is nothing left come daybreak.
