What is so ironic about God’s people not drawing near to God?

Zephaniah 3:2 (ESV)

2 She listens to no voice; she accepts no correction. She does not trust in the LORD; she does not draw near to her God.

The irony about God’s people not drawing near to him is that Jerusalem is where God made his name to dwell (2 Kings 23:27). Jerusalem had the temple, the altars, the sacrificial system. And therefore, at the occasions of the annual festivals, Jerusalem was the place that swelled with people. But in this place, those who were called by God’s name did not draw near to him.
