What is the meaning of “woe”?

Zephaniah 3:1 (ESV)

1 Woe to her who is rebellious and defiled, the oppressing city!

Much like in Zephaniah 2:5, the Hebrew word for “woe” is used here as a summons. Yet whereas earlier it was used to summon the Philistines to judgment, here it summons God’s people to judgment.
