Exodus 5:17–18 (ESV)

17 But he said, “You are idle, you are idle; that is why you say, ‘Let us go and sacrifice to the LORD.’

No, dictators cannot be reasoned with. He burdens the Israelites with the blame and responsibility—they are lazy and therefore must work extra hard. Note the contrast: No straw will be given (delivered) you, but you must give (deliver) the same number of bricks.
