Why does the LORD give Samuel the same message as he gave to the man of God in 1 Samuel 2:27?

11 Then the LORD said to Samuel, “Behold, I am about to do a thing in Israel at which the two ears of everyone who hears it will tingle.

The repetition of the same message which the Lord had given previously serves to place Samuel on the same level as a prophet.1
