Genesis 1:18 (ESV)

18 to rule over the day and over the night, and to separate the light from the darkness. And God saw that it was good.

The sun, the moon, and the stars are also given by God to separate day and night. The movement of the earth relative to the sun, moon, and stars therefore determines the fixed times.
