In Isaiah 13:14–22, the prophecy is more specifically against Babylon. Babylon’s destruction is also described in human terms. Isaiah 13:14 describes the scattered people. Babylon was a melting pot of different nationalities at the time. With the coming judgment, everyone would flee to their own country. The image of the hunted gazelle emphasizes that the people are being chased, gripped by a terrible fear. The image of the sheep with no shepherd shows that no one is concerned for these people. They are helpless and completely abandoned.
14 And like a hunted gazelle, or like sheep with none to gather them, each will turn to his own people, and each will flee to his own land.
