What does "the LORD remembered her" mean?

1 Samuel 1:19 (ESV)

19 They rose early in the morning and worshiped before the LORD; then they went back to their house at Ramah. And Elkanah knew Hannah his wife, and the LORD remembered her.

The Lord remembered her means that the time came where God acted to fulfill his promise to Hannah.1 Through Hannah, God initiates a new phase in his plan for Israel (cf. Genesis 8:1; Exodus 2:24).
