This verse emphasizes that it is really the Lord who made this happen. Manasseh is mentioned by name.
The Lord uses Gentiles to lead
his people. This can mean punishment, as seen here (cf. Amos 1:3 – 2:3). But it can also be a guidance for the good
(see e.g., Isaiah 44:24 – 45:7). It is always like the first Christian church in Jerusalem praying for the enemies—they are to do whatever your hand and your plan had predestined to take place
(Acts 4:28).
