In what way did the Jewish leaders not keep the law?

Acts 7:53 (ESV)

53 you who received the law as delivered by angels and did not keep it.”

The killing of Jesus was the action that represents ultimate failure to keep God’s law.1 Stephen’s opponents are thus guilty of the very offences of which they have accused him. They are the ones who kill the innocent and thus ignore the law of Moses. They are the ones who consider God to be confined to the temple.2
