What makes ground holy?

Acts 7:33 (ESV)

33 Then the Lord said to him, ‘Take off the sandals from your feet, for the place where you are standing is holy ground.

Mount Sinai was not in the Promised Land and yet it was still designated as holy ground.1 Holy ground is thus where God chooses to manifest himself. The favourable presence of God is what renders a place holy or sacred.2 The temple in Jerusalem is not the only holy place.3
