Leviticus 8:11 (ESV)

11 And he sprinkled some of it on the altar seven times, and anointed the altar and all its utensils and the basin and its stand, to consecrate them.

After Aaron was clothed, Moses anointed the items in the tabernacle with oil and sprinkled oil on the altar seven times. This was commanded by the Lord in Exodus 30:22–33.
