What does the verb “be subject” mean?

1 Peter 2:13 (ESV)

13 Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme,

The term the apostle uses here appears frequently in Old and New Testament alike to describe the action of placing (oneself) under. The verb is not in the first instance a call to obey (though that may be the consequence of submission), but a call to surrender one’s rights or preferences.
