What shepherds are in view?

Zephaniah 2:6 (ESV)

6 And you, O seacoast, shall be pastures, with meadows for shepherds and folds for flocks.

The shepherds in view were actually Judean shepherds, who were promised the land that had been promised way back to Abraham (Genesis 15:18) but never fully possessed by his descendants.
