Zephaniah 2:1–3 (ESV)

1 Gather together, yes, gather, O shameless nation,

Zephaniah 2:1–3 concludes the first part of Zephaniah’s prophecy. The call to seek [בַּקְּשׁוּ] the Lord in Zephaniah 2:3 forms an inclusio with the charge in Zephaniah 1:6 that they have not sought the Lord.
