Who are those who were being saved?

Acts 2:47 (ESV)

47 praising God and having favor with all the people. And the Lord added to their number day by day those who were being saved.

The meetings of believers drew unbelievers and as a result the church gradually grew. Those being saved are all those whom the Lord had called to himself (Acts 2:40; see also Ephesians 1:3–14). This confirms that the growth of the church is ultimately attributable to the work of God, not man.
