What does it mean for enemies to be made into a footstool?

Acts 2:35 (ESV)

35 until I make your enemies your footstool.”’

This is symbolic language that conveys the idea of one’s enemies being subject to your rule.1 At the present time, Christ reigns from heaven with all people being subject to him but not yet are his enemies conquered and destroyed (as envisioned in the rest of Psalm 110:1–7).
