16 But this is what was uttered through the prophet Joel:

Joel was a prophet in the Old Testament. Following a recent invasion of locusts, he challenged the people of Israel to truly repent of their sins with promises of restoration to come in the future. This specific prophecy from Joel is also cited in Romans 10:13 and Revelation 6:12.
