Why were the ashes to be discarded outside the camp?

Leviticus 6:11 (ESV)

11 Then he shall take off his garments and put on other garments and carry the ashes outside the camp to a clean place.

The ashes had to be taken outside the temple precinct as well as outside the camp of Israel to a ceremonially clean place. The specified removal of the ashes from the altar to the designated place reinforced the idea that the burnt offering wholly belonged to the Lord.
