What does it mean that Joel calls to the LORD?

Joel 1:19–20 (ESV)

19 To you, O LORD, I call. For fire has devoured the pastures of the wilderness, and flame has burned all the trees of the field.

Joel concludes the description of the time in which he lives—from which he appeals to the people to begin to realize what is really going on—with a personal prayer. It is an upward cry to God.
