Who are being addressed by Joel?

Joel 1:5 (ESV)

5 Awake, you drunkards, and weep, and wail, all you drinkers of wine, because of the sweet wine, for it is cut off from your mouth.

Joel shakes up not only the decent people, but also the drunkards. They can no longer find anything to feed their addiction. The vineyards too have been totally destroyed. The vines and fig trees are bare (Joel 1:7).
