Leviticus 4:3 (ESV)

3 if it is the anointed priest who sins, thus bringing guilt on the people, then he shall offer for the sin that he has committed a bull from the herd without blemish to the LORD for a sin offering.

Leviticus 4:3 introduces the first scenario that might call for the presentation of a sin offering. That is, the sin committed by an anointed priest. The unintentional sin of the priest is the subject under consideration until Leviticus 4:12.
