The phrase, “The Lord spoke to Moses,” introduces a new section (see also Leviticus 1:1). This indicates that something new is about to be revealed regarding the offerings of the Israelites. In what follows, God informs Moses (and the Israelites) of what is required when one sins inadvertently or unintentionally.
