Luke 1:2 (ESV)

2 just as those who from the beginning were eyewitnesses and ministers of the word have delivered them to us,

The accounts that were received or delivered were both recorded and oral. The latter were passed on by eyewitnesses and ministers of the word. Some of these people were there at the very beginning of the gospel events and thus are witnesses to the very beginning of Luke’s Gospel.
